Original abstract
This article identifies four strategic dilemmas in Chinese naval strategy in the decades before its destruction in the First Sino-Japanese War. While external threats illustrated the imperative of constructing maritime defenses in the late-nineteenth century, strategic confusion about geostrategy (continental and maritime frontiers defense), force design, (coastal defense vs blue water fleet), regionalism (whether to concentrate or divide forces), and finally institutional culture (between Chinese "root" and Western "application") frustrated Chinese navy builders. The article then ties these dilemmas to outstanding questions about contemporary naval strategy in the Western Pacific.
